not so much before the attacks. does this cold war mentality that president obama talked about still hamper relations between the u.s. and russia? >> it appears to have been a problem in this case but really shouldn't. we've had relations with countries around the world which have been pretty rocky and yet on the counterterrorism level, it's been very, very good cooperation. even when i was in office at times that some other countries were not necessarily seeing eye to eye on iraq or other issues, at the law enforcement level there was always a lot of exchange of information because it's mutually important. this is important to the russians as it is to us. i would put some emphasis on making sure that our relationships with the russians or anybody else at this level are being maintained properly and so there is a good flow of cooperation. >> i've heard talk that one of the reasons why it might not have gone as swimmingly as it should have is because russia is always trying to convince the u.s. that the chechens with whom they're involved in this ugly, bloody war for years and years,

have the kind of grand bargain that president obama is talking about with the rublicans where you cut social security an medice and in exchange the republicans agree to raise taxes and you have ten more years of austerity. i think in the next year or two until the economy gets back on its feet, you need public spending to get people back to work, rebuild the infrastructure and make it more competitive and when you get back to something close to full employment, people have jobs and are paying taxes, then you can reduce the debt because you have a higher growth rate and the debt ratio comes down on its own accord. that's the time to rebalance. >> woodruff: would th be youremy? >> i think the headline for listeners is not what i want but what has happened. if you look at the cbo's unless of what president obama and the republicans have agreed to and they stabilized the debt at a reasonable level about the average of the last 20 years relatively quickly. my guess is given that there's a lot of posturing in washington but they are not going to do much more either way. there won't be more

you're a very principled man, very consistent. talk to us a little bit and quickly about the inconsistency here in the obama administration. they went into libya where there was no slaughter taking place and based it on a doctrine of responsibility to protect innocent civilians. in syria, you have an actual slaughter taking place. no action by the administration. i'm not arguing either way. i'm just saying this is a gross inconsistency. >> i think that it would be a misjudgment of president obama to say that he is not capable of using deadly force. the whole drone war would prove otherwise. i think we have to understand that in benghazi, we were dragged into that war simply to oust gadhafi and in syria, there are elements from outside syria, from a number of different countries that are fomenting the war there to try to knock out assad or keep the war going to debilitate assad and somehow adversely affect iran. so there is politics being played which are very deadly. the administration has to be very careful here. i think they know one thing and they better know it, and t

're going to say in public. i imagine there's going to be a lot of people talking to the domestic audience. the stuff behind the scenes will be the interesting thing. mexico wants to pull back from the violence they're seeing. and what is president obama going to say -- you need to militarize your side of the border so i can deal with the border state politics? >> i would actually love to know what mexicans and the mexican audience thinks of the u.s. immigration reform. half of the immigrants to the united states come from mexico. so there's a stake for mexicans in immigration reform. the way that it's being discussed in the actual reform measures, what is the temperature as far as mexicans liking this, the mexican government being supportive of these efforts? and to what degree will the mexican president work hand in hand with president obama to help him on these border issues? >> this is an important issue for the mexicans, they don't want to enter into our domestic politics. one thing that they feel, we've seen huge resources poured into border security. huge increases in border patrol.
